Project Description
This long-term effort entails the comprehensive environmental compliance support for the testing, training and operational deployment of the Navy’s SURTASS LFA sonar systems under Environmental Policy Act (NEPA); Executive Order 12114 (Environmental Effects Abroad of Major Federal Actions); Marine Mammal Protection Act (MMPA); Endangered Species Act (ESA); Magnuson-Stevens Fisheries Conservation and Management Act (MSFCMA); National Marine Sanctuaries Act; Coastal Zone Management (CZM) Act; and other related federal, state, and local laws and regulations.. MAI has developed an environmental impact statement (EIS) and a supplemental EIS (SEIS) under NEPA for comprehensively analyzes of the potential impacts of the deployment of the system throughout the world’s oceans for the period 2002 through 2012. MAI is currently developing a second SEIS for the period of 2012 through 2017. During these efforts MAI coordinated, and is coordinating, the SURTASS LFA Sonar EIS team composed of more than thirty dedicated professionals of varied scientific expertise, from marine biologists proficient in the biology of fish, sea turtles, dolphins and whales, to bioacousticians who provide state-of-the-art analyses and three-dimensional model calculations for risk continuum assessments and risk estimates, and regulatory specialists with knowledge of major federal and state environmental laws. MAI is also responsible for all permitting and consultations with the National Marine Fisheries Service (NMFS) under the MMPA and ESA.
